Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after Britain and France inked a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the city of Paris.

President Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He added: "It paves the way for the juridical structure under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
